The Executive Committee meeting was called to order at 10:15 AM.
President Casselman was in the Chair. All members were present except
Bob Eaton.
The reason for absence was acceptable to the Chair.

First Vice-President/Treasurer Thomas in the Chair.
INTERNAL ISSUES
Labour College of Canada: 2003 Session
Five members applied to attend the 2003 Session of the Labour College
of Canada.
In 2002, there was only one person who applied for OPSEU sponsorship
to attend the Labour College of Canada. Kathleen Demareski, Local
340 President, was endorsed by the Executive Committee to attend.
However, due to the Ontario Public Service strike, Kathleen had
to forfeit her attendance. For this reason, the President asked
that her participation be endorsed again this year, over and above
the motion for three attendees as passed by policy.

INTERNAL ISSUES
Labour College of Canada: 2003 Session

| THEREFORE BE IT RESOLVED THAT the
Executive Committee elect three members to attend the 2003 Session
of the CLC's Labour College which includes a one-week session
at the CLC Winter School in Port Elgin in February 2004.
BE IT FURTHER RESOLVED THAT for this year only, OPSEU
will also fund the participation of a fourth participant,
Local 340 President, Kathleen Demareski. The sum of $36,000
has been allocated for this activity in the 2003 Education
Fund budget line.

First Vice-President/Treasurer Thomas announced that Mirla Alvarado
Fenn, Michel Bisaillon, Michelle McColl, and Kathleen Demareski
will be attending the 2003 session of the CLC's Labour College.
Policy issue: Proposal on Guidelines for Trusteeship
Frank Rooney, Social Services and Justice Sector Supervisor and
Constitutional Advisor facilitated this discussion.

OPSEU's Position on the Ontario Coalition Against Poverty
(OCAP)
The Ontario Coalition for Social Justice (OCSJ) is calling for
broad support for the Ontario Coalition Against Poverty (OCAP) trials
that are currently underway.

Guerilla Films Inc. Request for Support
James Motluk is producing a documentary entitled, "Whose University
Is It". His previous documentary was called, "Life Under
Mike" and looked at the broad effects of the Common Sense Revolution.
The new documentary examines, through the example of Trent University,
how inadequate public funding is forcing universities to shift from
being autonomous public institutions of higher learning to profit
oriented quasi private corporations.
On the eve of the double cohort and the baby boom echo, serious
attention is being focused on universities for the first time in
many years. All public institutions are being asked to redefine
themselves so that revenue takes priority over the public good.
Should universities belong to the people of the Province of Ontario
or the government's corporate masters? The producer hopes to garner
public debate and attention to this question before it is too late.
His funding is secure to complete the documentary, however, based
on the historical litigious nature of Trent University, he will
not be able to publicly screen his documentary without the purchase
of liability insurance. He has been quoted a cost of $5,000.

Motluk, producer of the documentary entitled, " Whose University
Is It". This donation is to be used to cover the cost of
purchasing liability insurance for public screenings. This amount
is to be drawn from the Contingency Fund. |

The NDP will be hosting their fundraising gala on Saturday March
1, 2003 at the Grand Ballroom of the Colony Hotel in Toronto.

PRESENTATION - Corrections Systemic Change Project Team
At the October and November, 2002 Executive Committee meetings,
the Corrections Systemic Change Program Project Team made presentations
outlining the next steps for the Corrections Systemic Change Project.
As part of the presentation the Project Team made proposals for
the training of local executive committees in the Ministry of Public
Safety and Security (formerly Corrections).
The Executive Committee asked the Systemic Change Project Team to
return with their proposal for next steps.
Barry Scanlon, MERC Chair and Marg Smoke, Local 337 facilitated
this presentation.

| THEREFORE BE IT RESOLVED THAT the
OPSEU Executive Committee approve $8,500 to complete the next
phase of activities with respect to the Corrections Systemic
Change Project.
The next phase includes:
- an extension to the 1-800 line for members,
- laminated information cards,
- a train-the-trainer for seven members
and seven staff.
This amount is to be drawn from the Contingency Fund.
The training of all LEC members in the Corrections component
will be done in conjunction with the Regional Vice-Presidents,
through the regional educational budgets.

Michael Lewis and Rob Milling outlined the NDP's provincial election.
Mike Grimaldi, Executive Assistant to the President was also in

PRESENTATION - The Local 337 Trusteeship: Interim Report
Local 337 was placed under trusteeship by the OPSEU Executive Committee
at their October 10, 2003 meeting. At the December 4-5, 2002, Executive
Committee meeting the Executive Board reconfirmed this decision
with instructions.
Michael Culkeen, a member of Local 368, is the assigned trustee.
Michael presented his interim report to the Executive Committee.

the full reinstatement of Local 337 into Trusteeship until further
